Prior to the CFL, Steele played three seasons (2007-09) with the Manitoba Bisons, recording 53.5 tackles and three quarterback sacks in 17 games. He helped the Bisons win a Vanier Cup championship in 2007. In 2009, Steele was named a Canada West All-Star and All-Canadian. Steele also played in the CIS East-West Bowl.
